Overview

This transaction allows a project creator to mint a treasury token that initializes the project treasury with initial funding and reward structure.

Protocol Description

The transaction creates a new treasury UTxO with initial funding and establishes the reward structure for the project. The project state transitions from "approved" to "treasury_initialized", making it ready for contributor participation and reward distribution.
